Helper Cooling Tower intake screen oil release On 8/1/17 at 1615 during operator rounds the chief operator identified an oil release on the #4 Helper Cooling Tower (HCT) intake screen gear box leaking oil into the screen wash trench. The operator immediately placed a bucket under the leak to capture the oil. The traveling screen was found to be packed with sea grass and bound up, the gearbox anti-rotation pin failed from the torque and allowed the gearbox to rotate 180 degrees giving the oil fill/breather a leak path for the oil to leak out. The gearbox is located directly over the screen wash trench that is designed to carry debris away from the screen and discharge it into the discharge canal. Two (2) quarts of oil leaked into the trench and was released into the discharge canal. The Spill and Release Emergency Response Plan was activated on 8/1/17 at 1620, all notifications were made per the procedure (NRC Incident Report #1185947). Corner of Shoal Line Blvd & Hermosa Blvd Flooding rains in the area caused the sewer collection system to become overwhelmed. 13101 Belcher Rd. S. A contractor (Brooks & Freund, LLC), working on a project for Pinellas County, was excavating trees at a construction site and damaged a force main causing an overflow of untreated wastewater. The force main is part of the City of Largo's collection system (on easement within the building site) however it receives wastewater from five privately owned collection systems. An estimated 60,000 gallons were released between the time the line was damaged and approx. 4:15 pm when City staff could turn off the pumps for the privately owned systems that feed the main. The repair was completed by 6:30 pm. Wastewater flowed over land on the eastern border of the property and into the stormwater ditch. The contractor was directed to make arrangements to remove any wastewater remaining in the excavated area. City staff posted signs and samples were collected. Based on the draw down tests performed and the information above from T. Adams and D. Kubes, its estimated that approximately 4,023 gallons was discharged from the Ranchero and Rosetree Village Lift Stations before the pumps were turned off. Tim Adams received a copy of the invoice from The Drain Team, who billed Brooks Freud LLC, to pump the rest of the wastewater from the excavated containment area at 13101 Belcher Rd. /Palms of Pinellas (2,750 gallons). Estimated discharge from Rosetree = (889 + 3134 = 4,023 gallons) Wastewater contained in Excavated hole (10 x 10 x 5) which was about 60 % full (3740 x 60% = 2244 gal.; The drain Team pumped 2,750 gallons from hole; disposed of to Grease Depot). Estimated Discharge from excavated hole 3740 2750 = 990 gallons.
