Hydraulic Fluid Leak On Sunday, 02/17/19 at 15:27, Treasure Coast Energy Center control room operators were notified by system alarm to a low tank level on the steam turbine electro-hydraulic control (EHC) system. An Operator was immediately dispatched to the area and noticed a small leak in the piping on the discharge side of the hydraulic pump. The system was immediately isolated and rerouted to the backup pump system by 15:34. The tank and pump skid are located within a containment area, but the pressurized EHC system was able to spray minimally beyond the containment wall onto exposed area covered in rock. EHC fluid was observed in the rocks and further investigation indicates EHC fluid reached the soil below the rocks. The estimated volume of EHC fluid to reach the soil is no more than 50 gallons. Lake Runnymede MHP Spill Upon performing operational visit @ 0930hrs the operator found the effluent holding basin over flowing due to the holding basins pump failing to move the effluent waters to the absorption field, Additionally the filters have become clogged and overflowing to the mud well tank, causing the mudwell to over flow onto the adjacent grounds due to the mudwells pump not being able to keep up. U.S. Waters has reached out to the facility owner. Spill is ongoing, U.S. Water Services will provide update as status changes.U.S. Water has provided the facility with proposals on and before 1/3/2019 to replace the pumps that are not working. Lake Runnymede MHP Spill Update 02/22/2019 As flows increase through out the day intermittent discharges are still occurring from the mud well and effluent holding basin. The facility has brought an additional pump onsite, however final installation in the effluent basin has not been completed. The operator has been attempting to back wash the filters, however the back wash waters contain solids that are preventing the normal operation of the filters. Additionally the operator has requested for a sludge haul from the owner. We will continue to provide updates. contents of spill remain onsite, no water ways have been affected. Herschel St and Margaret St A grease blockage caused 25 gallons of sewer to be released from a manhole. The sewer flowed down the street and into the storm drain. There was no sewer to be recovered in the storm drains. Allen Dr Staff received a call form emergency dispatch on 02/17/19 at 3:00 pm of sewage coming out of a manhole near 7488 Allen Dr in The Heather Subdivision. Staff found that the 8" main sewer line was clogged and a spill of about 50 gallons had occurred. 4959 Ardmore dr gravity collapse Line collapsed in the backyard of 4959 Ardmore dr in winter park. The line collapse caused multiple manholes to overflow. The overflow started at approximately 10:00am on February 7th. We estimate that the overflow was around 2000 gallons. We do not expect any further overflows. The backup lasted around 3-4 hrs. We were able to washdown and lime the areas around the manholes that overflowed. Update: Gravity line has been restored to normal flow. The issue was a collapsed liner. Tampa Pump Seal At 13:10 EST it was discovered that 425 gallons of gasoline was discharged to concrete secondary containment and approximately 30 gallons impacted nearby soil within the Kinder Morgan Liquids Terminals, LLC - Tampa Terminal located at 2101 GATX Drive, Tampa, FL 33605.
