City of Largo Lift Sation #2 Overflow Clogged air release valve caused untreated sewer water to flow through 2 inch conduit onto area surrounding Lift Station #2. The discharge of raw sewage was estimated to be approximately 2,540 gallons. Staff responded to the site, turned off the valve and the overflow ceased. The affected area was rinsed clean and about 500 gallons was vacuumed. A portion of the discharge reached a nearby storm sewers (about 2,040 gallons). Private Sanitary Sewer Overflow - City of Orlando At approximately 1545 PM on 08-23-17, a private contractor digging with a backhoe in the area of 5309 McCoy Road hit a 2" Force Main from a privately owned lift station. The private force main did not have a shut off valve installed prior to the publicly owned force main it feeds into and subsequently 60,000 gallons of sanitary sewer overflowed from the area. The Water Reclamation Division was notified and provided support while a shutoff valve and line repair were installed. The sanitary sewer overflow did make contact with the storm water retention areas but 54000 gallons were captured and returned to the sanitary sewer. Lago Vista Sewer Spill On August 24, 2017, at approximately 7:00 AM, a raw wastewater spill began near 1200 Lago VistaCt in Poinciana. A grease blockage occurred between the master manhole and lift station #104, causing a spill inside a nearby clubhouse; the spill flowed to a floor drain which is believed to flow to a stormwater retention. Personnel were not able to determine whether the floor drain flows to stormwater or not, and the nearest water body leads to Lake Tohopekaliga, so surface water samples will be taken. The volume of the raw wastewater spill was estimated to be 10,000 gallons. The spill was stopped at approximately 10:30 PM that day. I-10 Diesel tank puncture Semi truck was traveling eastbound on Interstate 10 when driver heard an object strike the bottom of the truck. He pulled the truck off the freeway at exit 136 and noticed the drivers side fuel tank leaking. The tank was ruptured with a small hole causing approximately 30 gallons of diesel fuel to spill on the ground. Emergency personnel arrived on scene. Seven Springs Wastewater Treatment Facility Manager phoned to report that a spill was observed at 0900 am this morning from the master lift station at the Seven Springs wastewater treatment plant @ 2850 Seven Springs Boulevard, New Port Richey, FL Upon further investigation it was found that one of the four Master station pumps was not operational (and has been removed for repair), the remaining pumps were not pumping a full capacity; causing the station to fill and subsequently discharge to the adjacent grounds. It is estiamted that 2000 gallons of wastewater was discharged in total. The area affected was contained to the treatment plant grounds, along side of the station and to an adjacent storm retention area. Maintenance was able return one pump to full capacity and pump down the station until the additional two pumps could be pulled and inspected. The discharge had ceased by 0915 am. Hydraulic oil spill / Temporary Pumps / L-28 Canal Temporary hydraulic pumps installed on the L-28 Canal on western perimeter of Water Conservation Area-3A pursuant to DEP Emergency Order (OGC 17-0867). Third party reported hydraulic oil sheen associated with pumps in the early afternoon on 8/23/17. Pumps were secured and absorbents booms were deployed by District upon notification as precautionary measure. Pumps are being pulled for maintenance check on 8/24/17. Regulatory reporting being performed as precautionary measure. Cause and volume of release, if any, is unknown. City of Largo WWRF There was an internal overflow at the headworks of the WWRF; the new bar screen was blinded as washwater was not cleaning the screen and no alarms sounded. WW overflowed from the headworks, down the road, through the ditch into the stormwater retention pond onsite and contained. Discovery of groundwater contamination Shortly after midnight (Eastern Time) a resident reported a strong odor of gasoline on the campus of Pensacola State College in Pensacola. Caller indicated the sprinkler system was on during the night of August 21 and there was a strong smell of gasoline in the area. Campus police were notified and the fire department was called and responded to the incident. No fire hazard was identified. A nearby former gas station in the area is currently under state funded cleanup with ongoing remediation managed by DEP¿s petroleum cleanup contractor, Escambia County Department of Health. Previous releases from the gas storage tanks at the nearby gas station created a contamination plume underground. It is suspected that the contamination has migrated into the irrigation well water used in the sprinkler system at the college. DEP conducted a site visit on August 22. Preliminary field tests indicate potential petroleum in the irrigation well water. DEP collected water samples from the Pensacola State College irrigation well and another nearby irrigation well for analysis in DEP¿s lab. Both irrigation well owners have discontinued use of their wells. 3029 S Suncoast Blvd. Homosassa FL D.A.B. Construction Inc. was directional boring on the Hwy-19 project in Homosassa and drilled into the 8" force main. Locate was missed marked. Citrus County Utilities valved off force-main and turned off lift stations. The road contractor, D.A.B, had A-Able septic company clean the area using a pump truck, lime the affected area, and then D.A.B repaired the force-main. 111 West Clay Ave Brandon, Florida 33510 Hillsborough County Public Utilities Discharge Report: Date: 8/22/17 Location: 111 West Clay Ave Brandon, Florida 33510 A contractor was excavating in preparation to replace a 20-inch valve when a two-inch corporation stop failed allowing untreated waste water to flow to the neighboring property. At approximately 8:30 AM, the contractor was excavating around the 20-inch pipe line when a two-inch corporation stop failed and released approximately 16,800 gallons of raw waste water. The operations staff and contractor called in pumper truck(s) to transfer the wastewater to the Valrico Advanced Wastewater Treatment Plant and shut down the Clay Avenue pump station system (wastewater) pumps. The spill lasted for approximately four (4) hours. The construction company replaced and completed repairs to the two-inch corporation stop at approximately 1:30 PM. The wastewater pump station was turned back on and the plant resumed normal operations. Hillsborough County is completing the SIR/SSO Report for the incident. The Operation staff and Project Manager made contact with regulatory agencies as required. Regulatory Agency Notification: EPC @ Daniel Moore at approximately 9:00 AM. State Warning Point was notified @ 3:00 PM, Incident #2017-6371. FDEP left message with Erica Peck. PUD Environmental @ 8:30 AM, left message for Adam Wood.
