West Palm Beach Water Plant - Ferric Sulate Leak At approximately 8 P.M. a Plant Operator discovered a leak in the ferric sulfate transfer pipe at the water treatment plant. The operator reported that pipe appeared to be leaking for several hours and had ponded on the ground. The leak is contained on site. Water Treatment Plant staff have responded to control the leak and will secure the area to prevent the ferric sulfate from spreading further. The operators are uncertain of the amount of ferric that leaked this time. A full evaluation of the leak and an accurate assessment of the amount will be completed in the A.M. Additional information will be provided at that time. 7 Mar 2019 Update: The leak was isolated and the spill contained as noted above. The amount released has been estimated at less than 500 gallons (360 Gal - Based on area impacted and average depth of the spill.) The WTP has reached out to the FDEP SE District Office on cleanup procedure - Option to use the ferric sulfate collected within the WTP drying beds or drum the waste and ship it to a disposal site. The WTP's environmental contractor is responding to assess the cleanup needs. 1 Apr 2019 Update: Spill Materials (Ferric Sulfate, Absorbents and Soils) were removed and used in the sludge drying bed. No Worker or Contractor Injuries Reported. Spill was contained on site and area cleared based on soil pH readings. No releases to surface waters or ground water based on pH readings. No releases beyond plant grounds. Following the 7 Mar 2019 Pollution Notice the National Response Center (1239468) was notified, the Treasure Coast LEPC was notified, and PBC EOC. Thanks to Mr. Chris Stevens at the DEM for his support and guidance. Ernie Jaworski Trucking inc fuel release On 2/12/19 a Ernie Jaworski Trucking tractor experienced a multi-vehicle accident which caused a release of diesel fuel from its saddle tank. The release impacted the soil below. Leesburg/ Canal St. reuse spill 3/1/19 Pipe has a normal operating pressure of 60 psi. At the time of failure there was a recorded spike in pressure of 99 psi. We are investigating the cause of the pressure spike. TWA Sandhill WRF 3-6-19 On March 6, 2019, from approximately 10:20 AM to 10:35 AM, a wastewater spill occurred at the TWA Sandhill WRF. The clarifier splitter box had its weir gates raised the previous night to prevent an impending solids wash out from occurring in the clarifiers. This adjustment later caused the overflow to spill out the back of the old oxidation ditch effluent section where a wall gap exists. The operator witnessed the spill happening and made the proper adjustments to cease the overflow. Hwy 71 N Sewage release located close to 24432 Hwy 71N and was released from a broken sewer main. The sewer main affected was a force main that only gets flow from the Altha High School and released approximately 2,000 gallons. The main was broke by heavy equipment working in the area and the incident was on 2/28/19 @ 3:45pm. The repair was delayed due to an electric power pole had to be secured by Florida Public Electric to dig safely around the force main for repair. Port Orange Water Reclamation Facility Spill of effluent at the Water Reclamation Facility located at 817 Oak Street, Port Orange, FL 32127. SSO Q444606 2823 NE 36th Street A compromise of a 12" forcemain cast iron sewer pipe caused untreated sewage to flow up through the street and entered a storm drain that outfalls into the Rio Mary Rita waterway. The flow was discovered March 5, 2019 at 4:00pm. Crews were able to isolate the flow and stop the leak at 8:00pm. Force Main Spill Key West State watch was called on 3/3/19 at 15:29 and case number was 2019-1268. On March 3rd, at approximately 1:30 PM we received a call to the force main located on the south side bridge approach to Fleming Key that water was coming out of the vault. Our Collections Supervisor and team responded and were onsite within the hour. We found sewage spilling out of the force main vault. The crew utilized a Vactor truck, backhoe and other various equipment to contain and cleanup the site. The pump stations around the city were disabled to minimize flow to investigate and repair the leak of the force main. A total of approximately 10,000 gallons of wastewater spilled from a failed 2-inch tap on a 30-inch force main. 500 to 1000 gallons of which entered the waterway of Fleming Key Channel and the rest was contained, vacuumed and disposed of at the wastewater facility. Sampling and testing for Fecal Coliform and Enterococcus was performed at the point of entry and 3 other locations. The first round of samples were positive at the point of entry. Sampling and testing are being performed daily. Results will be sent in a separate report. A tap installed 8 years ago by a contractor required to pressure test the Force Main after performing work failed from corrosion. The salt air environment caused corrosion of the straps on the saddle tap. The saddle tap was left in place instead of removing and installing a more permanent repair A stainless steel full circle clamp was installed in place of the saddle tap. The repair was complete at approximately 8:15 PM. BR Reuse Pond 12-23-18 All reuse ponds and well sources are being used to distribute processed reuse water, our biggest customers ponds are full. We have reached full holding capacity in our holding ponds and it is now over spilling the weir. We will monitor the water flowing from our reuse holding pond to Cow Pen Slew. Taking samples until the demand for reuse increases. UPDATE: As of 3/11/19 218.253 mg has discharged. It has been determined that the flow is going to Phillippi Creek.
