Osceola Generating Station |
At the end of 2021, OUC acquired a generation facility located in Osceola County, Florida, (Facility Permit No. FLA187992). During the process of performing maintenance, OUC identified the presence of rinse water from the maintenance activity in the wastewater monitored at EFF-02, the entry point to Disposal System G-001, a percolation pond authorized under Industrial Wastewater Facility Permit Number FLA187992. The effluent was a mixture of service water, including some used as rinse water, and stormwater that flowed to the South Oil/water Separator and was pumped into Disposal System G-001. OUC believes that the rinse water may contain constituents not authorized by the Permit and is investigating further.
There has been no discharge from the Disposal System G-001 to surface waters. Out of an abundance of caution, OUC is reporting a potential discharge to groundwater based on flow of the effluent into Disposal System G-001, although the nature of the rinse water being introduced into this on-site disposal unit is not expected to present an endangerment to health or the environment.
The dates of flow through EFF-02 to Disposal System G-001 are under review but appear to be May 10 and May 12, 2022. In the interim, OUC has acted to prevent any additional discharge pending sampling results by emptying the South Oil/water Separator for alternative disposal as of end-of-day on 5/13/2022.
OUC will supplement this notice following its investigation. |
